PUBLIC NOTICE
DISADVANTAGED BUSINESS ENTERPRISE
FY 2017 through 2019 GOALS

It is the policy of the Greater Hartford Transit District (the District) to provide Disadvantaged Business Enterprises (DBEs) maximum opportunity to participate in the performance of contracts financed in whole or part with federal funds.  The District will not allow any person or business to be excluded from participation in, denied the benefits of, or otherwise be discriminated against in connection with the award and performance of any U.S. Department of Transportation assisted contract on the basis of sex, race, color or national origin.  The District has established a proposed DBE participation overall goal for FYs 2017 to 2019 of 5.6%.  The District’s proposed goal and its rationale are available for inspection at the Greater Hartford here or at the District’s office, from 8:30 a.m. through 4:30 p.m., Monday through Friday, at the Greater Hartford Transit District, One Union Place, Hartford, CT, 06103.

The US Department of Transportation and the District will accept comments on the goal for 45 days from the date of this notice.  The address for the US Department of Transportation is Federal Transit Administration – Region I, Civil Rights Officer, 55 Broadway Street, Suite 920, Cambridge, MA 02142.

The Greater Hartford Transit District (GHTD), Hartford, Connecticut, a municipal corporation formed under Chapter 103a of the Connecticut General Statutes, Revision of 1958, as amended, is seeking a general contractor to perform masonry repairs and related work to the Brownstone portion of Hartford’s Union Station Building, within the area of work as indicated in the Bid Documents.

Bid documents including drawings and specifications will be available on or after Tuesday, August 8th, 2017. Bids shall be submitted to Mary Poesse, Greater Hartford Transit District, One Union Place, First Floor North, Hartford, CT. 06103, on or before 3:00 p.m. EST on Wednesday, September 6, 2017.  There will be a public bid opening at 3:10 p.m. EST.  A Pre-Bid Conference will be held by the District on Tuesday, August 15th, 2017 at 11:00 a.m., to provide an opportunity to outline the requirements the District will expect of the Bidder, as well as to provide the opportunity for questions and explanations.  Such Conference will be held in the District’s Offices in the Conference Room at One Union Place, Hartford, Connecticut.  Attendance at the Pre-Bid Conference is not mandatory, and is not a condition for final award.

Bids received after the deadline will not be considered and will be returned to the bidder unopened.  Any changes, or any requests for changes in the specifications, will not be recognized after sealed bids are submitted to the District.

Any contract resulting from this invitation for bids is subject to a financial assistance contract between the District and the Federal Transit Administration and the District and the State of Connecticut.  All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors.  Further, the contractor will be required to comply with all applicable equal employment opportunity laws and regulations.

The GHTD hereby notifies all bidders that in regard to any contract entered into pursuant to this Invitation for Bids, advertisement or solicitation, disadvantaged business enterprises will be afforded full opportunity to submit proposals in response, and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award.
