PUBLIC NOTICE
DISADVANTAGED BUSINESS ENTERPRISE
FY 2017 through 2019 GOALS

It is the policy of the Greater Hartford Transit District (the District) to provide Disadvantaged Business Enterprises (DBEs) maximum opportunity to participate in the performance of contracts financed in whole or part with federal funds.  The District will not allow any person or business to be excluded from participation in, denied the benefits of, or otherwise be discriminated against in connection with the award and performance of any U.S. Department of Transportation assisted contract on the basis of sex, race, color or national origin.  The District has established a proposed DBE participation overall goal for FYs 2017 to 2019 of 5.6%.  The District’s proposed goal and its rationale are available for inspection at the Greater Hartford here or at the District’s office, from 8:30 a.m. through 4:30 p.m., Monday through Friday, at the Greater Hartford Transit District, One Union Place, Hartford, CT, 06103.

The US Department of Transportation and the District will accept comments on the goal for 45 days from the date of this notice.  The address for the US Department of Transportation is Federal Transit Administration – Region I, Civil Rights Officer, 55 Broadway Street, Suite 920, Cambridge, MA 02142.

TIRE CAROUSEL

The Greater Hartford Transit District “the District” is soliciting price quotation for the purchase, delivery and installation of a motorized storage rack for tires.  The District is looking to maximize storage space by organizing and storing tires in a motorized tire carousel. 

The tire carousel is to be located in the tire repair bay of the new ADA Operations and Maintenance Facility located at 148 Roberts Street in East Hartford, CT.  The tire carousel needs power and should accommodate up to 32” diameter tires. 

The specifications of the equipment and other relevant documents are set forth in the Scope of Services and in the Exhibits attached hereto. 

RFQ documents may be obtained by calling the District at 860.247.5329 Ext. 3090, faxing 860.549.3879 or emailing to: mpoesse@ghtd.org.  Price quotations shall be submitted to Mary Poesse, Greater Hartford Transit District, One Union Place, Hartford, CT. 06103, on or before 2:30 p.m. on Tuesday, February 28, 2017.  Quotations received after the deadline will not be considered and will be returned to the Proposer unopened.  Any changes, or any requests for changes in the specifications, will not be recognized after sealed proposals are submitted to the District.

All Proposers will be required to certify that they are not on the Comptroller General's list of ineligible contractors.  Further, the contractor will be required to comply with all applicable equal employment opportunity laws and regulations.

Insurance will be required, including workers compensation.

NOTE:  Davis Bacon Prevailing Wage Rates apply to all construction projects.  If Davis Bacon wage rate information is attached to this Request for Quotes, the successful contractor must pay Davis Bacon wage rates.  The District is tax-exempt.

The District reserves the right to reject any or all proposals as submitted in response to this Request for Quotes and to waive informalities and irregularities, as it deems in its best interest.

REQUEST FOR PROPOSALS

OFFICE FURNITURE

The Greater Hartford Transit District (The District), Hartford, Connecticut is requesting proposals for the purchase, delivery and installation of office furniture for the new ADA Operations and Maintenance Facility at 148 Roberts Street, East Harford, CT 06118.

Proposal documents may be obtained by calling the District at 860.247.5329 Ext. 3090, faxing 860.549.3879 or emailing to: mpoesse@ghtd.org. A pre-proposal conference will be held on Thursday, February 2nd, at 10:00 AM at the District Office, One Union Place, Hartford, CT to outline requirements, discuss office spaces and building layout, and to provide the opportunity for questions and explanations.

Proposals shall be submitted to Mary Poesse, Greater Hartford Transit District, One Union Place, Hartford, CT. 06103, on or before 2:30 p.m. on Friday, February 17, 2017. Proposals received after the deadline will not be considered and will be returned to the Proposer unopened. Any changes, or any requests for changes in the specifications, will not be recognized after sealed proposals are submitted to the District.

Any contract resulting from this request for proposals is subject to a financial assistance contract between the District and the Connecticut Department of Transportation and the Federal Transit Administration. All Proposers will be required to certify that they are not on the Comptroller General's list of ineligible contractors. Further, the contractor will be required to comply with all applicable equal employment opportunity laws and regulations.

The District hereby notifies all Proposers that in regard to any contract entered into pursuant to this Request for Proposals, advertisement or solicitation, disadvantaged business enterprises will be afforded full opportunity to submit proposals in response, and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award.
