DISADVANTAGED BUSINESS ENTERPRISE
FY 2017 through 2019 GOALS

It is the policy of the Greater Hartford Transit District (the District) to provide Disadvantaged Business Enterprises (DBEs) maximum opportunity to participate in the performance of contracts financed in whole or part with federal funds.  The District will not allow any person or business to be excluded from participation in, denied the benefits of, or otherwise be discriminated against in connection with the award and performance of any U.S. Department of Transportation assisted contract on the basis of sex, race, color or national origin.  The District has established a proposed DBE participation overall goal for FYs 2017 to 2019 of 5.6%.  The District’s proposed goal and its rationale are available for inspection at the Greater Hartford here or at the District’s office, from 8:30 a.m. through 4:30 p.m., Monday through Friday, at the Greater Hartford Transit District, One Union Place, Hartford, CT, 06103.

The US Department of Transportation and the District will accept comments on the goal for 45 days from the date of this notice.  The address for the US Department of Transportation is Federal Transit Administration – Region I, Civil Rights Officer, 55 Broadway Street, Suite 920, Cambridge, MA 02142.

GREATER HARTFORD TRANSIT DISTRICT
REQUEST FOR PROPOSALS
TELEPHONE COMMUNICATION SYSTEM UPGRADES
GHTD RFP #03-019

The Greater Hartford Transit District (The District), Hartford, Connecticut is requesting proposals for the purchase, delivery and installation of upgrades to the existing telephone communication system for the One Union Place, Hartford, CT 06103. The District seeks to upgrade the telephone system for Greater Hartford Transit use as well as to implement a “back-up” phone system for the existing phone system recently installed at the GHTD Operations and Maintenance Facility located at 148 Roberts Street, East Hartford, CT 06108, in the event of a phone system failure at that location.

A pre-proposal conference will be held on Wednesday, September 19, 2018, at 10:00 AM at the District Office, One Union Place, Hartford, CT to outline requirements, discuss office spaces, and to provide the opportunity for questions and explanations.

Proposals shall be submitted to LaShaunda Drake, Greater Hartford Transit District, One Union Place, Hartford, CT. 06103, on or before 2:30 p.m. on Wednesday, October 10, 2018. Proposals received after the deadline will not be considered and will be returned to the Proposer unopened. Any changes, or any requests for changes in the specifications, will not be recognized after sealed proposals are submitted to the District.

Any contract resulting from this request for proposals is subject to a financial assistance contract between the District and the Connecticut Department of Transportation and the Federal Transit Administration. All Proposers will be required to certify that they are not on the Comptroller General's list of ineligible contractors. Further, the contractor will be required to comply with all applicable equal employment opportunity laws and regulations. 

The District hereby notifies all Proposers that in regard to any contract entered into pursuant to this Request for Proposals, advertisement or solicitation, disadvantaged business enterprises will be afforded full opportunity to submit proposals in response, and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award.

UNION STATION SNOW REMOVAL SERVICES 

Greater Hartford Transit District (“the District”) is seeking a price quotation from a qualified firm to provide snow removal services for the Union Station Transportation Center Complex located at One Union Place, Hartford, CT 06103. The District is the owner and operator of Hartford’s Union Station Transportation Center Complex, an intermodal hub of transportation that currently serves Amtrak rail, CTrail, intercity and intra city bus service, taxi services, and public parking. The Complex includes the Spruce Street Parking Lot.

The Greater Hartford Transit District is a quasi-municipal corporation operating under the authority of Chapter 103a of the Connecticut General Statutes. There are currently sixteen member towns represented by appointees who collectively form the Board of Directors, the policy making body of the District. The District has broad powers to acquire, operate, finance, plan, develop, maintain and otherwise provide all forms of land transportation and related services including the development or renewal of transportation centers and parking facilities.

The District is eligible and authorized under state and local law to request, receive, and manage Federal Transit Administration (FTA) funds and to execute and administer FTA-funded projects. The District provides a variety of services in support of public transportation in the Capitol Region of Connecticut.  

Price quotations shall be submitted to LaShaunda Drake, Greater Hartford Transit District, One Union Place, Hartford, CT. 06103, on or before 2:30 p.m. on Wednesday, September 26, 2018. Quotations received after the deadline will not be considered and will be returned to the Proposer unopened. The Greater Hartford Transit District (GHTD), Hartford, Connecticut, a municipal corporation formed under Chapter 103a of the Connecticut General Statutes, Revision of 1958, as amended, is seeking a general contractor to perform restoration of the standalone street level canopy at the Union Station Transportation Center located along the east side of Spruce Street between the roadway and the intercity bus berths., within the area of work as indicated in the Bid Documents.

Bid documents including drawings and specifications will be available on or after Wednesday, September 12th, 2018.    Bidders can access the online bid form through the Greater Hartford Transit District website and through the Department of Administrative Services State Contracting Portal where drawings and specifications can be downloaded.

There are currently sixteen member towns represented by appointees who collectively form the Board of Directors, the policy making body of the District. All proposers must attend the MANDATORY pre-proposal Conference and Walk-Through on Friday September 28th at 2:30 PM at the Greater Hartford Transit District Offices at Hartford Union Station, One Union Place, Hartford, CT.  The conference will start at 2:30 PM. The walk-through will begin at 3 PM.  If you are late for the walk-through you will not be able to participate as to limit interruptions to the Capital Workforce Staff.   Additional site visits will not be scheduled as to limit interruptions to the Capital Workforce Office.
